November 20, the day when the UN Convention on the Rights of the Child was adopted is celebrated as International Children's Day.

The right that for adults is difficult to understand and which is very important to children is the right to participation or the right to freely express one's opinion on all matters affecting them and participating in the procedure that applies to them.

The opinion that the child has the right to freely express should be accepted in accordance with his age and his ability to do so. The Convention imposes no restrictions related to the child's age, his health and so on. The Convention establishes the right that should be enabled to him, in a way that the child realizes and understands the procedure that is conducted and his rights in that procedure, while not carrying the burden of responsibility for the decision that is made, because decisions concerning the child must be based on the opinion of the child and the assessment of experts.

The process of participation means that we hear the views of the child and respect it, that does not mean that all children's requirements are met, but that they are given due weight in decision making.

Participation requires the cooperation of children and adults, and cooperation requires communication in which they understand each other, respect and appreciate.

Participation does not threaten the authority of adults, either parents or teachers. On the contrary it supports the authorities that promote child's development, respecting the child's personality, willing to listen to a child and who have the answers to posed questions ...

Participation means to develop independence and responsibility in children because that is the only way to teach them a responsible attitude towards themselves and others.

On the occasion of International Children's Day, on Tuesday, 11.22.2011. at 11.00 am on the premises of the Social Welfare Center Banja Luka, the Ombudsman for Children of RS is organizing a round table on the topic "NO CHILD OUTSIDE THE EDUCATION SYSTEM".
